"Command" is having people listen to you and accept your recommendations and instructions.
"Worthiness" is achieved by:
(1) Being competent,
(2) Understanding everyone's needs, and
(3) Taking care of people's needs (both intrinsic and extrinsic).
Everything else about command is a derivation of those 3. We'll explore this in greater detail at some point.
